Report on Ordinance No. 29 of 1890.

I have examined the accompanying Ordinance to repeal Ordinance No. 13 of 1860, for the establishment of a Civil List, and I am of opinion that the Ordinance is one which is not contrary to the Governor's instructions.

This Ordinance has been passed at the suggestion of the Secretary of State. On account of the many changes made in the offices mentioned in the Civil List Ordinance, and in the salary attached to other offices mentioned therein, the Ordinance has practically become obsolete, any rights conferred by it on officers now in the service are reserved.
